Well, watch this contemporary performance from the public school jazz orchestra of Beloit, Wisconsin and you tell me.

For the record, Beloit has less that 40,000 people and the high school has less than 2,000 students. It is not a suburb of a big city. It’s small stand alone city about an hour and a half by car from Chicago.

How they manage to field an orchestra of such talent and skill is a mystery to me, but they do it.
